Logically, no difference. However, I would say that version with при sounds more professional.
You can still say когда, but I would change the sentence a bit in this case:
Многие соискатели, когда рассматривают новые вакансии, изучают отзывы бывших сотрудников.
So you introduce the subject first (соискатели), and then only you add the verbs (рассматривают / изучают) that go with it.
